The Market Just Priced Team Korea's Hidden Cost." />
On October 29, Korea Hydro & Nuclear Power (KHNP) ended talks on the construction contract for Dukovany units 5 and 6 in the Czech Republic. Its counterparty was a consortium led by Daewoo E&C, with Doosan Enerbility as a member. KHNP will now pick a new builder by competitive tender. Its tentative plan is a bidder briefing in January 2027, a tender notice in April and a contract in July, and it keeps January 2028 as the start of site preparation. The detailed procedure and dates are not final. Aju Business Daily

The main contract between KHNP and the Czech owner, EDU II, stands. So do Doosan Enerbility’s main-equipment contract, worth about 5.6 trillion won, and KEPCO E&C’s design contract. What broke is one contract: the construction of the plant buildings and the installation of its equipment. Even so, by midday Daewoo E&C was down 20% and Doosan Enerbility was down 12%.

Our judgment: the variable that broke the talks was who carries the quantity risk on the first-ever APR1000, more than the price level. The roughly 5.2 trillion won of market value that four stocks lost by the regular-session close is 9 to 17 times the profit this construction work could earn. The stocks priced a discount on the Team Korea story, that Korea builds reactors cheaply and on time, more than the contract’s cash flows. That story rested on affiliates and partners absorbing cost risk together. A private builder refused fixed-price risk on a first-of-a-kind reactor, and the premise became visible.

In July we wrote that the Czech project’s contract risk had fallen but its margin risk remained. KII, July 4 Today that margin risk broke the construction contract.

This article is dated October 29, 2026. Korean market figures in the tables and charts are intraday values at 12:14 p.m. KST. Regular-session closing values are stated separately in the text (updated 6 p.m. KST, October 29).

What stands and what broke

What stands: KHNP’s main contract with EDU II (signed June 4, 2025), Doosan Enerbility’s main equipment at about 5.6 trillion won, and KEPCO E&C’s design work.

What broke: construction talks with the Daewoo E&C–Doosan Enerbility consortium, after about 15 months, 78 working meetings, 11 dispute-adjustment committee sessions and two meetings between the chief executives.

The dispute: KHNP wanted a lump-sum fixed price. The consortium wanted to settle quantity increases after detailed design.

The stocks: four companies lost about 7.5 trillion won of market value intraday and about 5.2 trillion won by the regular-session close. We estimate the consortium’s total construction profit at 0.3–0.6 trillion won.

The ecosystem: a cost fight that erupted after construction at Barakah has erupted before construction in the Czech Republic. US–Korea nuclear cooperation has given private builders an alternative.

The next test: who attends the January 2027 briefing, and what risk clauses the April tender carries.

KHNP presents changed contract terms (the consortium’s account)

October 29, 2026

The consortium submits a final offer (its account); KHNP ends the talks

Sources: Korea Economic Daily, Financial News, Aju Business Daily, Etoday, MTN, DART filings and Brookfield, compiled by KII.

The talks broke on risk allocation

Fixed-price risk flows down. As main contractor, KHNP says it will manage any extra cost within its main contract price with EDU II. A KHNP official said Doosan Enerbility (main equipment) and KEPCO E&C (design) both signed lump-sum contracts, and that settling only construction on quantities would leave KHNP carrying the whole risk of cost growth. Korea Economic Daily KHNP’s own risk closes only if construction is bound the same way. Daewoo E&C calls the construction contract a subcontract under KHNP. Etoday

Quantity risk collects in construction. The APR1000 has never been built anywhere. KHNP’s compromise set the point for fixing the total at approval of the basic design, so the basic design is not yet approved. EBN, citing industry sources, reported that Czech licensing could change design and construction conditions. EBN Design changes feed into quantities, schedules, quality inspections and construction time. The consortium argued that a builder without design authority cannot take that risk without price adjustment.

The price gap narrowed; the risk gap did not. KHNP’s proposal fixes the total construction price on quantities at the basic-design stage. The builders’ proposal settles increases against quantities at the detailed-design stage. Aju Business Daily KHNP says it offered an increase that assumed higher quantities, and a compromise that would move the point at which the total is fixed to approval of the basic design. The consortium says that on October 29 it submitted a final revised offer that accepted January 2024 unit prices and absorbed the losses. Etoday If both accounts are right, the two sides moved toward each other on price. They still did not agree, so the remaining gap is who pays for design changes and what work the builder must do.

KHNP sought a cut of at least 10%, over 1 trillion won, from the bid

JoongAng Ilbo (March) and EBN (October 28), citing industry sources

Not confirmed by KHNP; KHNP says unilateral cuts did not cause the breakdown

Westinghouse settlement costs are funded by reallocating within the existing budget, so they do not pressure construction costs

KHNP

KHNP’s explanation

The Dukovany contract is 2.62 times Barakah’s two units (1.68 times after inflation) and 2.4 times Shin Hanul 3 and 4

KHNP

KHNP’s explanation

The gap goes back to the 2024 bid. By KHNP’s account, the parties agreed one-unit terms in 2022 and 2023. In the final two-unit bid in 2024, the builders changed their position on unit prices and quantity settlement, so there was no agreement, and KHNP bid a price it estimated itself from domestic plants, Barakah and Czech conditions. MTN, Financial News We have not seen the consortium’s account of this history. On either account, fifteen months of talks after the award were an attempt to close a gap left at the bid.

New costs arrived inside the same contract price. KHNP says it funds its Westinghouse settlement payments by reallocating within the existing project budget, and that these payments do not pressure construction costs. It also argues that construction pay is higher than on earlier projects, because the Dukovany contract is 2.62 times Barakah’s two units (1.68 times after inflation) and 2.4 times Shin Hanul 3 and 4. Korea Economic Daily Still, when a fixed-price contract absorbs a new cost, the slack in other lines shrinks. The JoongAng Ilbo in March and EBN on October 28 reported, citing industry sources, that KHNP had asked for at least 10% off the bid price. KHNP has not confirmed that figure, and it says unilateral cuts did not cause the breakdown. EBN, Business Plus

KHNP has already started to carry part of the risk itself. Until a new builder is chosen, KHNP will do essential work such as design and licensing itself, and it will tender ancillary-facility and heavy-haul route design separately. It says any extra cost will be managed within the main contract price. Financial News There are also concerns that changing builders could delay the project by more than a year and raise costs through re-tendering, start-up spending and inflation. MTN reported that KHNP’s briefing material mentioned these concerns; Financial News attributed the delay concern to the existing builders. KHNP says it will run design and licensing in parallel to keep its targets: site preparation in January 2028 and main construction in November 2029. MTN Daewoo E&C and Doosan Enerbility may bid again if they meet the qualifications.

The re-tender will settle what kind of dispute this was. If large builders bid on lump-sum terms, the problem was the Daewoo consortium’s risk aversion. If bidders refuse the same terms, the problem is the structure of a first-of-a-kind build, and KHNP must change its terms.

Source: Naver Finance, intraday at 12:14 p.m. KST on October 29. The KOSPI was down 2.59% at the same time. Market value lost is the fall from the previous close times shares outstanding.

Together the four stocks lost about 7.5 trillion won of market value intraday. Net of the KOSPI’s fall, the loss is still about 5.9 trillion won.

Close update: the losses narrowed in the afternoon. At the regular-session close, Daewoo E&C was down 20.0%, Doosan Enerbility 8.1%, KEPCO E&C 7.6% and Hyundai E&C 5.1%, and the KOSPI was down 1.24%. The four stocks lost about 5.2 trillion won of market value, or about 4.5 trillion won net of the KOSPI’s fall. By company, Doosan Enerbility lost about 3.2 trillion won, Daewoo E&C about 1.2 trillion won, Hyundai E&C about 0.5 trillion won and KEPCO E&C about 0.3 trillion won.

The profit at stake in this contract is far smaller. At signing, the Czech side put the cost of the two Dukovany units at about CZK 407 billion in current prices. oEnergetice and ČTK At the October 29 exchange rate of about 61 won per koruna, that is about 25 trillion won; Korean media cite 25–28 trillion won, depending on when they convert. The JoongAng Ilbo estimated it in March at 10-plus trillion won, and the reports that a 10% cut equals more than 1 trillion won point to the same scale. JoongAng Ilbo via Daum At about 10 trillion won of construction and a 3–6% operating margin, the whole consortium would earn 0.3–0.6 trillion won over about a decade. The margin and the consortium shares are not public, so this range is our assumption.

Daewoo E&C’s one-day loss alone is about twice the top of that range, and Daewoo would earn only part of it. Doosan Enerbility kept its main-equipment contract and still lost about 4.9 trillion won intraday and about 3.2 trillion won by the close. The stocks therefore repriced an option and a story more than this contract’s cash flows. Daewoo E&C lost its option on an overseas nuclear EPC reference. Doosan Enerbility lost some of the story that Team Korea moves as one.

Hyundai E&C fell 9% intraday and closed 5.1% lower even though the market is watching whether it and Samsung C&T will bid. MTN The market did not read this as one company’s problem. The risk of building a first-of-a-kind reactor at a fixed price is the same whoever builds it, and Hyundai E&C faces the same question on US AP1000 work. KII, August 30

Today’s drop hit stocks that had already halved

The nuclear rerating peaked in the spring. At the October 28 close, Daewoo E&C was 62% below its peak, Doosan Enerbility 55%, KEPCO E&C 50% and Hyundai E&C 49%. The KOSPI was 34% below its June 22 peak. From September 21 to October 28 the four stocks fell 23–28%, while the KOSPI fell 14%. After the US–Korea nuclear framework appeared, nuclear stocks were weaker than the market. KII, September 22

Even after today, Daewoo E&C trades at about 2.3 times its January 30 close of 4,970 won. If the nuclear EPC option drove a large part of that rise, its discount may not have finished in one day. Doosan Enerbility trades at about 200 times earnings at the close on Naver Finance data. A stock whose price rests more on a story than on earnings reacts hard to a flaw in the story.

What Team Korea’s cost structure revealed

Low prices relied on shared risk. Team Korea’s strengths were low build costs and on-time delivery. Those results relied on state companies, affiliates and partners absorbing cost risk among themselves. When a private builder refuses fixed-price risk on a first-of-a-kind reactor, that risk returns to KHNP. From the next overseas tender, a risk premium is likely to enter the price. This is our interpretation.

The Barakah cost fight moved to before construction. In May 2025 KHNP filed for arbitration at the London Court of International Arbitration against KEPCO, claiming about $1.1 billion under the operating support services contract for the Barakah plant in the United Arab Emirates. In June 2026 the two companies agreed to move the case to the Korean Commercial Arbitration Board, where it continues. KEPCO filing, May 2025, KEPCO filing, June 2026 Korean media describe the dispute as a settlement of additional construction costs that grew during the Barakah build. Etoday, January 2026 At Barakah, the fight over who pays for overruns came after the build. In the Czech Republic, the same fight came before it. Finding the risk early is better than a dispute later, but it costs schedule and the owner’s trust.

Bargaining power is moving to private builders. The US–Korea nuclear framework is not yet binding, but it has opened Westinghouse projects as an alternative for Korean builders and equipment makers. KHNP’s new entry into Europe, by contrast, is reportedly limited by its Westinghouse settlement. The reported terms leave the European Union outside the Czech Republic, North America, the United Kingdom, Japan and Ukraine to Westinghouse. Hankook Ilbo KHNP has declined to confirm the terms, citing confidentiality. If the reported terms are right, the Czech Republic is KHNP’s only open European reference. In our reading, that asymmetry gives KHNP a reason to absorb more cost in the Czech project. It points the same way as the bargaining-power case we made for Hyundai E&C in June. KII, June 13

The Czech owner’s trust is the next variable. By KHNP’s account, EDU II wanted a construction contract by the end of September. A new contract will come in July 2027 at the earliest. MTN reported that the Czech government and the owner had voiced concern about the delay. As of midday Korean time, we have not found an official response from EDU II, ČEZ or the Czech government; it is still early morning in Prague. The main contract includes an option for two units at Temelin. In January, Czech Industry and Trade Minister Karel Havlíček said the government will decide on that construction in 2027. He said the option does not automatically mean Korea will build Temelin, and that French or American suppliers can also offer a price. oEnergetice How KHNP delivers Dukovany will be its scorecard in that contest.

Doosan Enerbility

Keeps about 5.64tn won of main equipment (4.93tn reactor equipment, 0.71tn turbine generator); loses its construction share (size not public)

No advance payment; paid as work progresses, so revenue recognition may slip if construction is late

High earnings multiple and a public dispute with its customer

KEPCO E&C

Replacement on plan

New construction contract in July 2027, lump-sum terms kept, site preparation from January 2028

April tender has no quantity-settlement clause and large builders bid

Replacement on softer terms

A new builder comes in, but KHNP takes more risk through quantity settlement or contingency, and the schedule slips by months

Tender adds design-change adjustment clauses, or the contract slips to the second half of 2027

Return of the old consortium

Government mediation produces a deal with the Daewoo consortium

Ministry of Trade, Industry and Energy announces mediation; termination of the consortium agreement stops

Long delay

No valid bids or legal disputes delay the project by more than a year; friction with EDU II

Injunction filing, failed tender, official concern from EDU II or ČEZ

We see replacement on softer terms as the most likely path. Large builders face the same first-of-a-kind risk. Korea’s large builders also have an alternative in US AP1000 work. KHNP must protect the Czech schedule and its European reference, so it has strong reasons to soften its terms in the end. In that case KHNP and KEPCO give up part of the Czech project’s margin, and the new builder gets better risk terms than the Daewoo consortium had.

We have set the evidence that would change this view. If two or more large builders bid on an April tender without a quantity-settlement clause, we move to replacement on plan. If EDU II or ČEZ states schedule concerns officially, or an injunction is filed, we move toward a long delay.

What to check next

When

What

How to read it

Late October–November

Official responses from EDU II, ČEZ and the Czech government

Mention of schedule concerns or contractual remedies raises the risk of long delay

November–December

Settlement on ending the consortium agreement; any injunction

An injunction raises the risk of long delay

November–December

Any mediation by the industry ministry

Mediation raises the chance of the old consortium’s return

January 2027

Who attends the bidder briefing

Absent large builders point to softer terms or delay

April 2027

Contract terms in the tender notice

A quantity-settlement clause means softer terms; none means on plan
