The selection headline and each company&amp;rsquo;s contracts are different events, and the market has already paid heavily for the former.&lt;/p&gt;

&lt;/h2&gt;&lt;ul&gt;
&lt;li&gt;For Project No. 1, &lt;strong&gt;a combined-cycle gas plant in Encinal, Texas is the base case&lt;/strong&gt;. Under the July 28 report, the project cost is $19.8 billion, with a 1.4GW gas turbine phase and a 5GW combined-cycle phase totaling about 6.4GW. But as of September 6 there is no official designation notice, and the United States is asking Korea to raise the project cost to $25 billion. [Fact: media reports] The finish-within-September timeline that Industry Minister Kim Jung-kwan gave in Washington on September 3 is a target, not an announcement date.&lt;/li&gt;
&lt;li&gt;The odds have risen that the announcement will not come as a standalone event. On September 3 and 4, the presidential office &lt;strong&gt;confirmed a review of a Hormuz deployment&lt;/strong&gt;. Under review is a force of about 150 personnel built around a P-8A maritime patrol aircraft, a logistics support ship, and EOD personnel. Iran has warned it would treat a deployment as entering the war, and part of the ruling party along with the Rebuilding Korea Party opposes it. [Fact: media reports] The announcement sequence reads as bundled together: the deployment decision, summit contact at the UN General Assembly starting September 22, the Project No. 1 announcement, and confirmation on semiconductor tariffs. [Inference]&lt;/li&gt;
&lt;li&gt;Scenario probabilities split on whether the deployment happens. If the deployment is decided, I put a compromise announcement at 55%, delay or scale-back at 20%, and an expanded package at 25%. If the deployment is blocked, those become 35%, 50%, and 15%. Putting the odds of the deployment going ahead at 60%, the unconditional weights are &lt;strong&gt;47 to 32 to 21&lt;/strong&gt;. All three numbers are subjective judgments based on the strength of public evidence.&lt;/li&gt;
&lt;li&gt;Nuclear is &lt;strong&gt;unlikely as a standalone No. 1 but the leading hypothesis as part of a package&lt;/strong&gt;. A March 20 report naming nuclear the leading candidate sent GS E&amp;amp;C up 22.54% and Daewoo E&amp;amp;C up 18.18%, and an August 24 report on a Westinghouse equity stake sent nuclear stocks up 10% to 20% before the Industry Ministry denied it. [Fact: exchange data, media reports] Making a project with no confirmed order the standalone No. 1 is a hard sell, but bundling nuclear&amp;rsquo;s FEED work and long-lead equipment with the first gas tranche gives both sides a story that fits their needs. The real issue is reactor type and control, between AP1000 and APR1400. [Inference]&lt;/li&gt;
&lt;li&gt;The stocks have already moved a great deal. Since July 28, BHI is up 50.6%, GS E&amp;amp;C 34.3%, Hyundai E&amp;amp;C 26.9%, and Doosan Enerbility 22.4%, and they &lt;strong&gt;gave back 8% to 14% over the week after the August 28 report of the cost-increase demand&lt;/strong&gt;. Samsung Electronics and SK Hynix were flat that same week. [Fact: exchange data]&lt;/li&gt;
&lt;li&gt;This basket also trades on geopolitical headlines together. On August 31, while the KOSPI fell as much as 3.55% intraday before closing up 0.46%, Daewoo E&amp;amp;C, Doosan Enerbility, Hyosung Heavy Industries, KEPCO E&amp;amp;C, Hyundai E&amp;amp;C, and BHI fell 4% to 8%. On August 25, the same stocks had risen 10% to 20%. [Fact: exchange data]&lt;/li&gt;
&lt;li&gt;Even with Korean capital in the deal, &lt;strong&gt;equity returns tilt 90 to 10 toward the United States once principal and interest are recovered&lt;/strong&gt;. That is the structure of the joint fact sheet. [Fact: White House fact sheet] So the alpha in Korean listed equities lies not in the equity stake but in how gas turbine, heat recovery steam generator (HRSG), and construction contracts get allocated, and to whom.&lt;/li&gt;
&lt;li&gt;The stock verdicts are Watch for BHI, Wait for Doosan Enerbility, and Wait for Hyundai E&amp;amp;C. BHI sits where confirmed HRSG orders for the 5GW combined-cycle phase would directly change its earnings outlook. Doosan Enerbility has a US gas turbine order track record, but its Encinal allocation is unconfirmed. Hyundai E&amp;amp;C depends first on the guarantee terms of the main EPC contract.&lt;/li&gt;
&lt;li&gt;I state plainly what is unconfirmed. Encinal&amp;rsquo;s project sponsor, water rights, and power offtaker are not confirmed by public US sources. The claim that Hyundai E&amp;amp;C disclosed completion of FEED (front-end engineering design) work in August is also unconfirmed. The actual FEED contract dates to October 2025, the work finished at the end of April, and the main EPC contract is targeted for the second half. [Blocked: insufficient public evidence]&lt;/li&gt;

&lt;p&gt;Designation and order-winning are different events. Even if the government names Texas as Project No. 1, whether the plant&amp;rsquo;s turbines come from Changwon, whether its boilers come from Haman, and whether a Korean company handles construction are all determined by separate contracts, especially under a structure where Korean capital&amp;rsquo;s equity return shrinks to 10% after principal and interest are recovered. The market has paid 7% to 51% for the expectation of designation since July 28, and gave back part of that on the late-August cost-increase demand. What will move these stocks going forward is not the headline on announcement day but the scope, advance payments, and liability caps in the individual supply contracts that follow. The Hormuz deployment is a variable that can pull the announcement forward or push it back, not one that changes the content of the contracts.&lt;/p&gt;

&lt;h2 id="1-what-is-confirmed-and-what-is-not"&gt;1. What Is Confirmed and What Is Not
&lt;/h2&gt;&lt;p&gt;First, here are the results of checking the claims now circulating widely. The reference date is September 6, 2026, and share prices are the September 4 close.&lt;/p&gt;

On August 24 a report said KEPCO was considering an equity stake in Westinghouse, and the next day KEPCO E&amp;amp;C rose 20.27%, Hyundai E&amp;amp;C 14.87%, BHI 13.80%, Daewoo E&amp;amp;C 11.80%, and Doosan Enerbility 10.55%. The Industry Ministry denied the equity stake plan that same day. [Fact: media reports, exchange data] Moves of 10% to 20% in a single day on a report that was then denied say something about the current state of this theme.&lt;/p&gt;
&lt;p&gt;It is also worth noting what US local reporting adds to the domestic coverage. In Louisiana, local media reported that even on the day of Hyundai Steel&amp;rsquo;s September 4 groundbreaking, an air quality permit was still needed and resident opposition remained. Groundbreaking, completed permitting, main construction, and commercial production are different stages. In Indiana, SK Hynix broke ground on August 27 on an advanced packaging facility worth more than $4 billion. The structure has wafers made in Korea assembled and tested in the United States, so reading the US investment as a relocation of front-end fabrication is incorrect. [Fact: local reporting, company announcements] By contrast, for Encinal, Texas, I could not find US local public sources to independently confirm the project sponsor, water rights, or a firm power purchase agreement. On August 14, the US warned it could not keep the 15% tariff rate if the project fell behind schedule, and between August 16 and 18, President Trump said Korea had not responded to a request for cooperation on Hormuz and ordered a scale-back in joint military exercises. The other is the August 28 demand to raise the project cost. The demand to raise it from $19.8 billion to $25 billion forces a recalculation of returns and the benchmark rate, and pushes the announcement back by that much. [Fact: media reports]&lt;/p&gt;
&lt;p&gt;A third variable arrived on September 3 and 4. The presidential office confirmed a review of a Hormuz deployment. The forces under review are a P-8A maritime patrol aircraft, a Soyang-class logistics support ship, and Navy EOD personnel, totaling about 150 people. No final decision has been made. Ruling-party lawmaker Lee Ki-heon said he could not agree to a deployment under any name, and Rebuilding Korea Party floor leader Kim Joon-hyung asked why a deployment was being considered for a war of aggression. Iran warned it would treat any Korean action against it in the Hormuz Strait as direct military involvement. On September 5, a senior US official said Washington was still waiting for Korea&amp;rsquo;s decision. [Fact: media reports]&lt;/p&gt;
&lt;p&gt;Put these three variables together and the shape of the announcement changes. The natural reading of the government&amp;rsquo;s finish-within-September timeline is a bundled sequence: the deployment decision, summit contact between Korea and the US during the UN General Assembly high-level week starting September 22, the Project No. 1 announcement, and confirmation that semiconductor tariffs will not leave Korea worse off than competing countries. Despite the renewed rise in oil prices, the won strengthened to 1,359.3 won per dollar on September 3, which actually eases the foreign exchange burden of the $20 billion in annual disbursements. &lt;p&gt;Start with why nuclear is a hard sell as a standalone No. 1. What President Trump needs is not a nuclear plant that actually generates electricity. An investment figure, an order, a groundbreaking, and a jobs commitment are enough to make a political win. So a long construction timeline alone cannot rule nuclear out. [Inference] The more likely source of resistance is Korea. Taking on uncertain construction costs and completion risk in a big way on the very first project is difficult, and it runs into the special act&amp;rsquo;s commercial-reasonableness test and the parliamentary consent process. US nuclear projects themselves are at uneven stages of ordering. Fermi America&amp;rsquo;s main EPC contract is targeted for the second half. The company had a $150 million customer contract canceled in January, and in April its founder and CEO stepped down after a conflict with Secretary Lutnick. TerraPower&amp;rsquo;s August 14 agreement is a framework for up to eight follow-on units, not an individual order, and Holtec&amp;rsquo;s August 4 agreement is at the evaluation stage for a candidate project. [Fact: company announcements, media reports] Naming a project with no confirmed order as No. 1 gets you an announcement, but not execution.&lt;/p&gt;
&lt;p&gt;Here is why nuclear looks like the leading hypothesis as part of a package. Bundling nuclear&amp;rsquo;s FEED work and long-lead equipment agreements together with the portion of the gas plant executed first lets the United States announce a large headline number that includes nuclear, while Korea splits its execution between confirmed orders and non-binding agreements. [Inference: a negotiation hypothesis, not a confirmed agreement] The US Department of Energy&amp;rsquo;s June 23 move to offer up to $17.5 billion in conditional loan commitments for the supply chain behind as many as ten large reactors across up to five sites points the same way. [Fact: US Department of Energy] The expanded-package scenario adds an Alaska LNG equity stake and purchase agreement, a Westinghouse equity SPC or a NuScale small modular reactor, and Philly Shipyard vessels to this bundle.&lt;/p&gt;
&lt;p&gt;The real issue in the nuclear track is reactor type and control. The United States wants to attach Korean capital and construction to Westinghouse&amp;rsquo;s AP1000 (1.1GW), while Korea wants the APR1400 (1.4GW) and KHNP in control. The structure reported on August 24 had a Korea-US joint special purpose company acquiring up to a 20% stake in Westinghouse and building ten AP1000 units by 2030, and the Industry Ministry denied it on the 25th. [Fact: media reports] Commentary the same week pointed out that an equity stake or joint venture does not guarantee decision-making authority, volume, or intellectual property on individual projects, and Toshiba&amp;rsquo;s losses after acquiring Westinghouse were repeatedly cited as the comparison case. [Fact: media reports] Korean capital going in does not mean a Korean-design reactor gets chosen, and there is not enough basis to automatically assume participation by KHNP, KEPCO E&amp;amp;C, and Daewoo E&amp;amp;C. &lt;p&gt;The stock-price implication mirrors the section that follows. Both nuclear rallies, on March 20 and August 25, were reactions to media reports, and the second was a reaction to a report that was later denied. The next event that will move stocks on the nuclear track is not a selection announcement but disclosure of a confirmed reactor type and a design or equipment contract.&lt;/p&gt;

Over the same period Samsung Electronics rose 16.1% and SK Hynix 6.3%, so the broader market was strong too, but the Korea-US investment names rose by more. [Fact: exchange data]&lt;/p&gt;
&lt;p&gt;The pullback is an event specific to this theme. Over the week after the August 28 report of the cost-increase demand, Daewoo E&amp;amp;C fell 14.4%, Hyosung Heavy Industries 13.4%, KEPCO E&amp;amp;C 12.1%, Doosan Enerbility 10.2%, and BHI 8.3%. Over the same week, Samsung Electronics fell 0.6% and SK Hynix 0.4%. That means expectations came out of this theme specifically, not the market as a whole. Daewoo E&amp;amp;C, which had the largest pullback, is the stock that had twice rallied sharply on expectations alone, in March and July. Samsung C&amp;amp;T and POSCO International, which had the smallest pullbacks, are the stocks that had drawn the least expectation to begin with.&lt;/p&gt;

&lt;p&gt;The fact that this basket trades on geopolitical headlines together is also measurable. On August 31, the KOSPI fell as much as 3.55% intraday on Fed Chair Powell&amp;rsquo;s remarks and a sell-off in US tech stocks, then closed up 0.46% on buying in large-cap semiconductor names. Samsung Electronics rose 1.17% and SK Hynix 1.27%. Yet Daewoo E&amp;amp;C fell 7.62%, Doosan Enerbility 6.46%, Hyosung Heavy Industries 6.03%, KEPCO E&amp;amp;C 4.90%, Hyundai E&amp;amp;C 4.34%, and BHI 3.98%. [Fact: exchange data] Only these stocks fell on a day the index closed higher, the mirror image of the same stocks rising 10% to 20% on August 25. If a deployment decision is followed by a phase where Iranian retaliation becomes real, this basket will be the first to shake, regardless of fundamentals.&lt;/p&gt;
&lt;h2 id="5-the-alpha-is-in-the-contracts-not-the-equity"&gt;5. The Alpha Is in the Contracts, Not the Equity
&lt;/h2&gt;&lt;p&gt;Look again at the structure of the joint fact sheet. Returns on the capital Korea puts in are split 50 to 50 until principal and interest are recovered, and 90 to 10 in favor of the United States after that. [Fact: White House fact sheet] The upside on Korea&amp;rsquo;s equity stake effectively ends at recovery of principal and interest. For Korean listed companies to make money from this project, they need supply contracts, not equity. The questions are who builds the gas turbines, who supplies the HRSGs, and on what terms someone takes on construction.&lt;/p&gt;
&lt;p&gt;This is where the two countries&amp;rsquo; interests diverge. The United States wants to expand US production, equipment, and technology supply chains, while Korea wants to protect domestic manufacturing and equipment exports. A division of labor that pairs US technology and local construction with Korean manufacturing is the likely compromise. [Inference] The package hypothesis in section 3 is one form of that compromise, and it is not a confirmed agreement.&lt;/p&gt;
&lt;h3 id="bhi-the-combined-cycle-order-over-the-gas-plant"&gt;BHI: The Combined-Cycle Order Over the Gas Plant
&lt;/h3&gt;&lt;p&gt;The HRSG that BHI makes uses gas turbine exhaust heat to raise steam and drive an additional steam turbine. It goes into combined-cycle plants only, not simple gas turbine generation. Rather than the roughly 6.4GW Encinal project as a whole, &lt;strong&gt;the real variable for this company is actual orders for the 5GW combined-cycle portion&lt;/strong&gt;. [Fact: equipment configuration]&lt;/p&gt;
&lt;p&gt;The company&amp;rsquo;s operating track record is clear. HRSGs accounted for 78.3% of 2025 revenue, 2025 orders hit a record 1.8 trillion won, and the company holds the top global share in HRSGs for combined-cycle plants. A confirmed contract also exists to supply two 800MW-class units worth 188.3 billion won to a Toshiba affiliate for Japan&amp;rsquo;s Sodegaura power plant. [Fact: company data, media reports] That is evidence of large-project supply capability, not a guarantee of a US order.&lt;/p&gt;
&lt;p&gt;The price has already run up. At 60,000 won, the trailing price-to-earnings multiple is 28x to 36x depending on the data provider&amp;rsquo;s trailing earnings-per-share figure. Reported trailing EPS splits between 1,682 won and 2,107 won, so I give the multiple as a range. On September 4, IBK Securities raised its target price from 43,000 won to 62,000 won, citing rising HRSG orders, not nuclear power. [Fact: brokerage research] This is not an unknown stock, and it is not confirmed whether expected earnings from a specific US contract are already baked into estimates. The verdict is Watch. The investment case holds only once the supplier selection, contract value, delivery schedule, advance payment, and margin are confirmed.&lt;/p&gt;
&lt;h3 id="doosan-enerbility-manufacturing-and-service-revenue-over-full-construction-liability"&gt;Doosan Enerbility: Manufacturing and Service Revenue Over Full Construction Liability
&lt;/h3&gt;&lt;p&gt;Doosan Enerbility has tangible evidence behind it. In March, it won an order for seven 380MW-class gas turbines bound for the United States, to be delivered starting in May 2029, bringing its cumulative US gas turbine orders to twelve units. On August 14, it announced a main equipment contract with TerraPower. [Fact: company announcements, media reports]&lt;/p&gt;
&lt;p&gt;Earnings back this up too. Second-quarter operating profit came in at 314.3 billion won, beating consensus by 17.7%, and the order backlog at the end of June hit a record 26.35 trillion won. The annual order target is 13.3 trillion won. [Fact: company announcements]&lt;/p&gt;
&lt;p&gt;But &lt;strong&gt;having US orders is not the same as being confirmed as an Encinal supplier&lt;/strong&gt;. Existing orders should not be reread as Encinal orders. A 5GW combined-cycle plant would need more than ten H-class turbines, and with GE Vernova, Siemens, and Mitsubishi facing long lead times, there is some chance of a partial allocation, but that is a possibility, not a contract. [Inference]&lt;/p&gt;
&lt;p&gt;The valuation is not easy either. At 79,200 won, the stock trades at close to 280x trailing earnings per share of 283 won. With trailing earnings this low, a simple multiple explains little, and a sum-of-the-parts approach is needed to separate the core energy business, the Bobcat stake, and net debt. After the second-quarter results, 7 of 12 brokerages cut their target prices. The company&amp;rsquo;s order target and backlog were already disclosed in July, so they should not be recalculated as fresh good news. [Fact: brokerage research] The verdict is Wait. Any further alpha will come from new orders arriving faster than expected and from service revenue, not from the existing backlog.&lt;/p&gt;
&lt;p&gt;I also note the grounds for holding off on adding to the position. Neither the Project No. 1 text nor any disclosure yet specifies a Doosan gas turbine allocation. Estimate cuts have continued since the second quarter. After the late-August pullback, the share price is sitting near its 60-day moving average. The verdict would change once an allocation is specified, estimate cuts stop, and the price recovers.&lt;/p&gt;
&lt;h3 id="hyundai-ec-guarantee-liability-comes-before-contract-value"&gt;Hyundai E&amp;amp;C: Guarantee Liability Comes Before Contract Value
&lt;/h3&gt;&lt;p&gt;Hyundai E&amp;amp;C&amp;rsquo;s path into US nuclear power has widened. FEED work on four Fermi America AP1000 units was contracted in October 2025, finished at the end of April this year, and the main EPC contract is targeted for the second half. On August 4, the company signed a three-way agreement with Holtec and Entergy on the SMR-300, and on August 14, TerraPower specified &lt;strong&gt;completion, price and performance guarantees&lt;/strong&gt; alongside an EPC agreement covering up to eight follow-on sodium reactors. [Fact: company announcements]&lt;/p&gt;
&lt;p&gt;Completing FEED work is not the same as winning the main EPC contract. And the guarantees cut both ways. The easier it becomes for the reactor technology company and the project sponsor to raise financing, the larger the contractor&amp;rsquo;s contingent liability can grow. A structure is possible in which technology fees and equipment payments go out first, while cost overruns and completion-delay losses land on the contractor later. [Inference] I do not conclude from the currently public wording alone that the guarantee is unlimited.&lt;/p&gt;

Which reactor type gets built &amp;ndash; AP1000 or APR1400 &amp;ndash; determines what work flows to Korean companies.&lt;/p&gt;
&lt;p&gt;With AP1000, Westinghouse holds the reactor design and lead engineering. Korean companies gain access to construction and some primary component supply. With APR1400, the Korean nuclear supply chain can take on a broader share of design, primary components, and construction.&lt;/p&gt;
&lt;p&gt;Trading Hyundai E&amp;amp;C, Doosan Enerbility, and KEPCO E&amp;amp;C in the same direction on reactor-type news is therefore a mistake. Doosan Enerbility spans both reactor types. Hyundai E&amp;amp;C is closest to the AP1000 projects that can currently be verified. KEPCO E&amp;amp;C is the most sensitive to an APR1400 selection.&lt;/p&gt;
&lt;p&gt;One correction must come first. As of August 30, no reactor type has been officially decided for the Korea-US investment initiative. Certain media reports and brokerage scenarios have gotten ahead of the facts.&lt;/p&gt;
&lt;h2 id="tldr"&gt;TL;DR
&lt;/h2&gt;&lt;ul&gt;
&lt;li&gt;US government supply-chain policy for large nuclear is already moving around the AP1000. The Department of Energy has announced $17.5 billion in conditional loans to support long-lead component purchases for ten AP1000 units.&lt;/li&gt;

&lt;li&gt;KEPCO E&amp;amp;C holds the lead design and nuclear steam supply system (NSSS) engineering role on APR1400 projects. On AP1000, no comparable lead-design revenue stream has been identified, making KEPCO E&amp;amp;C the stock with the largest downside relative to reactor-type selection among the three.&lt;/li&gt;
&lt;li&gt;JPMorgan&amp;rsquo;s 2029 order table is an upper-bound scenario assumption that combines two US AP1000 units and two US APR1400 units. If only one reactor type is selected for a given project, Doosan&amp;rsquo;s assumed $4.4 billion splits into either $400 million or $4.0 billion, and Hyundai E&amp;amp;C&amp;rsquo;s $10.4 billion splits into either $8.0 billion or $2.4 billion. US nuclear plants average roughly 44 years in age and data-center electricity demand is growing, but actual financial results require moving through equity investment, loans, licensing, long-lead component orders, and EPC contracts in sequence.&lt;/li&gt;

South Korea&amp;rsquo;s Ministry of Trade, Industry and Energy (MOTIE) issued a &lt;a class="link" href="https://m.korea.kr/briefing/actuallyView.do?newsId=148970617&amp;amp;pageIndex=1&amp;amp;repCode_F=" target="_blank" rel="noopener"
 &gt;clarification&lt;/a&gt; on August 26 stating that the two governments are in discussions to identify projects but that no specific project has been decided. &lt;/h2&gt;&lt;p&gt;Three distinct projects are currently being conflated in the market. Separating them substantially reduces confusion.&lt;/p&gt;
&lt;h3 id="the-us-governments-ten-unit-plan-has-already-been-set-as-ap1000"&gt;The US Government&amp;rsquo;s Ten-Unit Plan Has Already Been Set as AP1000
&lt;/h3&gt;&lt;p&gt;On June 23, the Department of Energy announced the &lt;a class="link" href="https://www.energy.gov/articles/department-energy-announces-american-nuclear-supply-chain-loans" target="_blank" rel="noopener"
 &gt;American Nuclear Supply Chain Loans&lt;/a&gt; program. The plan provides $17.5 billion in conditional loans to support long-lead component purchases for ten units across five sites, two units per site.&lt;/p&gt;
&lt;p&gt;The reactor type here is the AP1000. Each unit is 1.1 GW. For each of the five projects, Westinghouse and the power company or energy developer must each contribute $500 million upfront before accessing the loans. Westinghouse has signed letters of intent with seven potential partners at identified sites.&lt;/p&gt;
&lt;p&gt;Conditional loans are not the same as committed financing. Technical, legal, environmental, and financial conditions must be satisfied before funds are disbursed. Even so, the US government&amp;rsquo;s direction &amp;ndash; to rebuild the large nuclear supply chain around the AP1000 first &amp;ndash; is clear.&lt;/p&gt;
&lt;h3 id="fermis-four-units-are-already-ap1000-but-an-epc-contract-has-not-been-signed"&gt;Fermi&amp;rsquo;s Four Units Are Already AP1000, But an EPC Contract Has Not Been Signed
&lt;/h3&gt;&lt;p&gt;Texas Project Matador is a large initiative combining a data center and power generation facility. The nuclear portion has already been set as four AP1000 units. This project should not be viewed as a reactor-type competition between AP1000 and APR1400.&lt;/p&gt;
&lt;p&gt;Hyundai E&amp;amp;C signed a &lt;a class="link" href="https://en.hdec.kr/en/newsroom/news_view.aspx?NewsListType=news_list&amp;amp;NewsSeq=1436&amp;amp;NewsType=FUTURE&amp;#43;" target="_blank" rel="noopener"
 &gt;basic engineering contract with Fermi America for four units&lt;/a&gt; in February. According to Fermi&amp;rsquo;s Q2 &lt;a class="link" href="https://www.sec.gov/Archives/edgar/data/2071778/000207177826000051/frmi-20260630.htm" target="_blank" rel="noopener"
 &gt;SEC filing&lt;/a&gt;, Hyundai E&amp;amp;C completed the basic engineering in July. Based on that work, Fermi can estimate costs and schedule and negotiate one or more EPC contracts.&lt;/p&gt;
&lt;p&gt;One word matters here: can negotiate, not has signed.&lt;/p&gt;
&lt;p&gt;NRC records show that &lt;a class="link" href="https://www.nrc.gov/reactors/new-reactors/large-lwr/col/fermi-energy-intel-campus" target="_blank" rel="noopener"
 &gt;Fermi&amp;rsquo;s Combined License Application&lt;/a&gt; is not yet complete. The target submission date for the third application package is December 31, 2026, and the full review schedule and license decision date have not been set.&lt;/p&gt;
&lt;p&gt;The developer&amp;rsquo;s finances also warrant attention. At the end of Q2, Fermi held $62.5 million in cash and $29.2 million in restricted cash. In July, a convertible bond issuance raised approximately $416.8 million. The Q2 filing, however, stated that without additional financing plans, Fermi lacks sufficient resources to meet its obligations over the next twelve months, raising substantial doubt about its ability to continue as a going concern. Management concluded that its financing plans can alleviate this concern, but the filing makes clear that project-level financial risk remains, separate from nuclear demand.&lt;/p&gt;
&lt;h3 id="the-korea-us-investment-discussions-have-no-decided-project-or-reactor-type"&gt;The Korea-US Investment Discussions Have No Decided Project or Reactor Type
&lt;/h3&gt;&lt;p&gt;This third category is the subject of JPMorgan&amp;rsquo;s scenario analysis. It is true that Korea and the US are discussing investment candidates that include nuclear projects, but as MOTIE stated officially, no specific project has been decided.&lt;/p&gt;
&lt;p&gt;The reasons the AP1000 appears to have an advantage are the US government&amp;rsquo;s ten-unit policy, Westinghouse&amp;rsquo;s established domestic supply chain, and the operational track record of Vogtle Units 3 and 4.  &gt;NRC design certification&lt;/a&gt; in 2019. It is a legally eligible reactor type, but there is no reference project of it being built and operated on US soil.&lt;/p&gt;
&lt;p&gt;In January 2025, Westinghouse and KEPCO and KHNP reached a &lt;a class="link" href="https://info.westinghousenuclear.com/news/westinghouse-announces-global-settlement-agreement-with-kepco-and-khnp" target="_blank" rel="noopener"
 &gt;settlement ending their intellectual property dispute&lt;/a&gt;. This opened a path for cooperation on new overseas nuclear projects, but the settlement terms were not publicly disclosed. The settlement alone is not sufficient to calculate the scope and cost of APR1400 projects in the United States.&lt;/p&gt;
&lt;p&gt;In short, the AP1000 aligns with current US policy and supply chain, while the APR1400 is the choice under which Korean companies can capture more design and component revenue. This difference is what separates the share-price direction of the three stocks.&lt;/p&gt;
&lt;h2 id="3-contract-boundaries-matter-more-than-the-reactor-name"&gt;3. Contract Boundaries Matter More Than the Reactor Name
&lt;/h2&gt;&lt;p&gt;A single large nuclear unit involves work from multiple companies simultaneously. Investors should focus on who holds which contract, not on the reactor brand.&lt;/p&gt;

&lt;p&gt;On APR1400, KHNP and the KEPCO group play a larger role. KEPCO E&amp;amp;C handles integrated design and NSSS engineering. Doosan Enerbility supplies primary components across a broad scope. The construction contractor will most likely be determined through competitive bidding.&lt;/p&gt;
&lt;p&gt;Reactor-type selection matters, but it alone does not determine the order value. Even with AP1000, Doosan&amp;rsquo;s share can grow if the proportion of Korean-made components increases. Even with APR1400, Hyundai E&amp;amp;C&amp;rsquo;s share shrinks if it loses the construction competition.&lt;/p&gt;
&lt;h2 id="4-doosan-enerbility-does-not-need-to-call-the-reactor-type"&gt;4. Doosan Enerbility Does Not Need to Call the Reactor Type
&lt;/h2&gt;&lt;p&gt;Doosan Enerbility is the only one of the three stocks with both the qualifications and the track record to supply core primary components for both reactor types.&lt;/p&gt;
&lt;p&gt;The company manufactures &lt;a class="link" href="https://www.doosanenerbility.com/en/business/nuclear_large" target="_blank" rel="noopener"
 &gt;key primary components for large nuclear plants&lt;/a&gt;, including reactor pressure vessels (RPVs), reactor internals, steam generators, reactor coolant pumps (RCPs), and pressurizers. It has experience supplying AP1000 RPVs and steam generators for projects in the United States and China. For APR1400, it has held the primary component supply chain for UAE Barakah and domestic Korean plants.&lt;/p&gt;
&lt;p&gt;JPMorgan&amp;rsquo;s scenario assumptions for Doosan by reactor type are as follows.&lt;/p&gt;

&lt;p&gt;The tenfold difference in unit value is not because AP1000 is a worse project. It is because the number of components under Doosan&amp;rsquo;s scope differs. These figures are JPMorgan&amp;rsquo;s scenario assumptions, not confirmed quotes for this project.&lt;/p&gt;
&lt;p&gt;Doosan&amp;rsquo;s largest upside is not turning AP1000 into APR1400. It is expanding the manufacturing scope that Korea holds within the AP1000 framework. If long-lead component bottlenecks are severe and Korean financing is part of the deal, Westinghouse may allocate more items to Doosan.&lt;/p&gt;
&lt;p&gt;Conversely, qualification alone does not guarantee orders. Supplier selection, pricing, and domestic content ratios in the US government&amp;rsquo;s ten-unit bulk purchase must be confirmed by contract. Doosan is neutral on reactor type, but it is not neutral on order scope.&lt;/p&gt;
&lt;h2 id="5-hyundai-ec-is-the-furthest-ahead-on-ap1000"&gt;5. Hyundai E&amp;amp;C Is the Furthest Ahead on AP1000
&lt;/h2&gt;&lt;p&gt;Hyundai E&amp;amp;C&amp;rsquo;s US nuclear case is currently more concrete on the AP1000 side. It has actually completed the basic engineering for four Fermi units, and that work can lead to EPC negotiations.&lt;/p&gt;
&lt;p&gt;JPMorgan&amp;rsquo;s scenario assumption is a construction contract value of approximately $4 billion per unit for Hyundai E&amp;amp;C on AP1000 &amp;ndash; $8 billion for two units. The structure has Westinghouse holding the reactor type and nuclear design while Hyundai E&amp;amp;C becomes the primary construction partner. These are JPMorgan scenario assumptions, not confirmed contract values.&lt;/p&gt;
&lt;p&gt;On APR1400, the issue is not that the construction scope is smaller &amp;ndash; it is that competitive bidding applies. Even if Korea leads the project and the reactor type, the construction contract does not automatically go to Hyundai E&amp;amp;C. The fact that the construction partner for Czech Dukovany is Daewoo Engineering and Construction also grounds a conservative assumption here.&lt;/p&gt;
&lt;p&gt;JPMorgan&amp;rsquo;s assumed order value for Hyundai E&amp;amp;C on two APR1400 units reads as approximately $2.4 billion in total &amp;ndash; a figure that appears to apply roughly a 50% probability to winning the competitive bid. The implied expected order value therefore diverges sharply: $8.0 billion for AP1000 versus $2.4 billion for APR1400. These remain JPMorgan scenario assumptions.&lt;/p&gt;
&lt;p&gt;Three stages must be distinguished when evaluating Hyundai E&amp;amp;C.&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Basic engineering completion is evidence that technical and project preparation has advanced.&lt;/li&gt;
&lt;li&gt;A preferred-bidder designation or EPC main contract is evidence that backlog has been created.&lt;/li&gt;
&lt;li&gt;Nuclear licensing and financial close raise the probability that construction will actually begin.&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;What can be confirmed now is the first stage. If Fermi&amp;rsquo;s financing and licensing are delayed, the basic engineering experience remains but the market&amp;rsquo;s recognition of a major contract award is deferred. Hyundai E&amp;amp;C has the clearest AP1000 exposure of the three, but it is also the most directly exposed to schedule risk.&lt;/p&gt;
&lt;h2 id="6-kepco-ec-is-buying-the-probability-of-apr1400-selection"&gt;6. KEPCO E&amp;amp;C Is Buying the Probability of APR1400 Selection
&lt;/h2&gt;&lt;p&gt;KEPCO E&amp;amp;C plays a central role in integrated design and NSSS engineering for the APR1400. It participated in the design of all four UAE Barakah units and subsequent operational support, and led the APR1400&amp;rsquo;s NRC design certification process. The company&amp;rsquo;s &lt;a class="link" href="https://www.kepco-enc.com/menu.es?mid=a20206020000" target="_blank" rel="noopener"
 &gt;overseas nuclear project history&lt;/a&gt; clearly shows where design revenue flows when the APR1400 is selected.&lt;/p&gt;
&lt;p&gt;JPMorgan&amp;rsquo;s scenario assumption is approximately $500 million in contracts per unit for KEPCO E&amp;amp;C on APR1400 &amp;ndash; $1 billion for two units. The assumption applies a higher per-unit design price than what is observed for the domestic Shin Hanul project. These are JPMorgan scenario assumptions, not confirmed contract values.&lt;/p&gt;
&lt;p&gt;On AP1000, the situation is different. Because Westinghouse holds the reactor type and lead design, no comparable path has been identified under which KEPCO E&amp;amp;C would take on lead-design work of similar scale. Localization design, licensing support, and Korean component interfacing are possible roles, but public disclosures alone do not support a per-unit revenue figure close to $500 million.&lt;/p&gt;
&lt;p&gt;Saying &amp;ldquo;AP1000 leaves no alternative&amp;rdquo; is therefore slightly too strong. The more precise statement is that &lt;strong&gt;lead-design revenue for KEPCO E&amp;amp;C on AP1000 is not yet visible&lt;/strong&gt;. Supporting roles may emerge, but whether they would offset the loss of an APR1400 selection has not been confirmed.&lt;/p&gt;
&lt;p&gt;KEPCO E&amp;amp;C&amp;rsquo;s large implied target-price upside cannot be explained by cheapness alone. The stock prices in the probability that APR1400 enters US projects and that overseas design pricing is applied. This is why it is the most sensitive of the three to reactor-type news.&lt;/p&gt;
&lt;h2 id="7-the-2029-order-figure-should-be-read-as-a-fork-not-a-sum"&gt;7. The 2029 Order Figure Should Be Read as a Fork, Not a Sum
&lt;/h2&gt;&lt;p&gt;JPMorgan&amp;rsquo;s 2029 estimate table appears to combine two US AP1000 units and two US APR1400 units. This is useful for sensitivity analysis, but treating it as the base forecast for a single Korea-US project can inflate the order assumption.&lt;/p&gt;

&lt;p&gt;Third, without APR1400, the large design-contract assumption for KEPCO E&amp;amp;C disappears. It carries both the highest upside potential and the largest downside risk of the three.&lt;/p&gt;
&lt;p&gt;It is logically possible for both reactor types to be built at different US sites simultaneously. The US government&amp;rsquo;s ten-unit AP1000 plan could exist alongside a separate Korea-led APR1400 project. Including both scenarios as a baseline while no specific Korea-US investment project has been decided is, however, an aggressive assumption.&lt;/p&gt;
&lt;h2 id="8-overseas-nuclear-carries-higher-unit-prices-and-higher-risks"&gt;8. Overseas Nuclear Carries Higher Unit Prices and Higher Risks
&lt;/h2&gt;&lt;p&gt;JPMorgan&amp;rsquo;s scenario assumptions apply overseas-project pricing for the per-unit APR1400 figures: $500 million for KEPCO E&amp;amp;C and $2 billion for Doosan Enerbility. The interpretation is that these are roughly twice the values observed for the domestic Shin Hanul project.&lt;/p&gt;
&lt;p&gt;Higher overseas unit pricing does not simply mean receiving a better price. Local licensing, design changes, logistics, long-term warranties, foreign exchange, financing, and schedule-delay risk are all built into the contract. Higher revenue can mean higher profit, but profitability depends on how risk is allocated between the owner and the contractor.&lt;/p&gt;
&lt;p&gt;The same logic applies to JPMorgan&amp;rsquo;s assumed $4 billion per unit for Hyundai E&amp;amp;C&amp;rsquo;s construction work. US labor and regulatory costs are high. The schedule delays and cost overruns observed at Vogtle Units 3 and 4 are a reminder that high EPC contract values for US nuclear do not automatically mean high margins.&lt;/p&gt;
&lt;p&gt;Investors should look at the contract structure after the contract value.&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Is the contract fixed-price or cost-reimbursable?&lt;/li&gt;
&lt;li&gt;Who bears the risk of schedule delays and design changes?&lt;/li&gt;

&lt;p&gt;As overseas nuclear exposure grows, revenue and earnings leverage increase. So does the risk on guarantees and working capital, at the same pace.&lt;/p&gt;
&lt;h2 id="9-demand-is-clear-2029-orders-are-still-distant"&gt;9. Demand Is Clear; 2029 Orders Are Still Distant
&lt;/h2&gt;&lt;p&gt;The direction in which the United States needs large nuclear again is strong.&lt;/p&gt;
&lt;p&gt;According to the &lt;a class="link" href="https://www.eia.gov/tools/faqs/faq.php?id=228&amp;amp;t=1" target="_blank" rel="noopener"
 &gt;EIA&lt;/a&gt;, as of March 2026 the average age of commercial nuclear reactors in the United States is approximately 44 years. &lt;a class="link" href="https://www.eia.gov/energyexplained/nuclear/us-nuclear-industry.php" target="_blank" rel="noopener"
 &gt;Operating reactors&lt;/a&gt; number 96 units at 57 plants, with a combined capacity of approximately 98.4 GW. Life extensions of aging facilities alone cannot fully meet growing electricity demand.&lt;/p&gt;
&lt;p&gt;Electricity prices have also risen. The US residential electricity rate averaged 13.66 cents/kWh in 2021. The &lt;a class="link" href="https://www.eia.gov/electricity/monthly/epm_table_grapher.php?pStoreID=0e6y1chJ70&amp;amp;t=epmt_5_03" target="_blank" rel="noopener"
 &gt;average for January through June 2026&lt;/a&gt; is 18.16 cents, approximately 33% higher. April reached 18.83 cents. &amp;ldquo;19 cents&amp;rdquo; is therefore acceptable as a rounded figure for the peak month, but &amp;ldquo;37% over five years&amp;rdquo; is not a comparison of annual averages for the same period.&lt;/p&gt;
&lt;p&gt;Data centers are pushing demand further. The EIA projects &lt;a class="link" href="https://www.eia.gov/todayinenergy/detail.php?id=67344" target="_blank" rel="noopener"
 &gt;US electricity demand to grow 1.9% in 2026 and 2.5% in 2027&lt;/a&gt;, citing data centers as the largest single growth factor. The Texas and PJM regions face the greatest strain.&lt;/p&gt;
&lt;p&gt;Strong demand, however, is not the same as a certain order timeline. The DOE&amp;rsquo;s own target is not &amp;ldquo;ten units completed by 2030&amp;rdquo; but &amp;ldquo;ten units under construction with a completed design.&amp;rdquo;&lt;/p&gt;

&lt;h2 id="10-smr-is-the-same-industry-but-a-different-market"&gt;10. SMR Is the Same Industry but a Different Market
&lt;/h2&gt;&lt;p&gt;Small modular reactors compete with large nuclear in some contexts and complement it in others. The IAEA &lt;a class="link" href="https://nucleus.iaea.org/sites/smr/Shared%20Documents/Small%20Modular%20Reactors%20a%20new%20nuclear%20energy%20paradigm.pdf" target="_blank" rel="noopener"
 &gt;defines SMRs as generally 300 MW or less per unit&lt;/a&gt;. The AP1000 is 1.1 GW; the APR1400 is 1.4 GW.&lt;/p&gt;
&lt;p&gt;Combining multiple 300 MW SMR units can match the output of a large nuclear plant. It is therefore too strong to say SMRs can never displace large nuclear. The per-unit output, construction method, licensing process, customer base, and component mix, however, differ substantially.&lt;/p&gt;
&lt;p&gt;Large nuclear is better suited to large-grid power supply and replacement of aging plants. SMRs may be a better fit for smaller grids, industrial campuses, dedicated data-center power, and phased capacity additions. Commercial-scale production and standardized costs for SMRs have also not yet been sufficiently validated.&lt;/p&gt;
&lt;p&gt;Investments in SMR developer equity or specialized SMR components and investments in large-nuclear EPC contracts should therefore not be placed in the same basket. Companies like Doosan span both markets, but order timing and unit pricing must be calculated separately.&lt;/p&gt;
&lt;h2 id="11-epc-contractors-and-utilities-do-not-move-in-the-same-direction"&gt;11. EPC Contractors and Utilities Do Not Move in the Same Direction
&lt;/h2&gt;&lt;p&gt;JPMorgan&amp;rsquo;s rationale for rating Hyundai E&amp;amp;C, Doosan Enerbility, and KEPCO E&amp;amp;C as overweight while rating KEPCO as underweight also comes down to role differences.&lt;/p&gt;
&lt;p&gt;EPC and component companies see their contract values and order backlogs grow when overseas projects materialize. Nuclear construction itself is the revenue opportunity. Utilities, by contrast, put capital in first, operate the nuclear plant, and then recover the investment through electricity sales.&lt;/p&gt;
&lt;p&gt;When KEPCO participates in overseas nuclear, the following burdens must also be examined.&lt;/p&gt;

&lt;li&gt;Doosan Enerbility is the stock that participates in large nuclear expansion while avoiding the reactor-type call.&lt;/li&gt;
&lt;li&gt;Hyundai E&amp;amp;C has the most concrete AP1000 link through the completed Fermi basic engineering.&lt;/li&gt;
&lt;li&gt;KEPCO E&amp;amp;C has the largest order-value increase if APR1400 is selected, but also the largest gap if it is not.&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;Doosan is the most comfortable but the profit scale differs substantially between APR1400 and AP1000. Hyundai E&amp;amp;C has a real link to an actual project but still lacks a main contract. KEPCO E&amp;amp;C accepts the highest reactor-type selection risk, but in return receives the cleanest design revenue if APR1400 is chosen.&lt;/p&gt;
&lt;h2 id="13-five-lines-to-confirm-in-the-contract-not-the-headlines"&gt;13. Five Lines to Confirm in the Contract, Not the Headlines
&lt;/h2&gt;&lt;p&gt;When related news appears in the future, read it in this order.&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Identify which project is involved. Determine first whether it is Fermi, the DOE ten-unit program, or a separate Korea-US investment project.&lt;/li&gt;
&lt;li&gt;Check whether the reactor type appears in official documents. Reactor-type reports without a government statement, NRC filing, or developer disclosure should be kept as scenarios.&lt;/li&gt;
&lt;li&gt;Check Korean companies&amp;rsquo; scope of work. Contract line items such as EPC, RPV, steam generator, and integrated design matter more than &amp;ldquo;cooperation.&amp;rdquo;&lt;/li&gt;
&lt;li&gt;Check whether money has come in. Developer equity investment and government loan commitment come before long-lead component orders.&lt;/li&gt;
&lt;li&gt;Check risk allocation. Fixed-price versus cost-reimbursable and schedule-delay responsibility determine profitability more than a high overseas contract value.&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;Doosan&amp;rsquo;s AP1000 upside, in particular, does not rest on the two words &amp;ldquo;AP1000 selected.&amp;rdquo; It rests on whether its supply scope expands from two primary components to more. Hyundai E&amp;amp;C requires confirmation that the basic engineering converts to an EPC main contract. KEPCO E&amp;amp;C requires confirmation that the APR1400 lead-design role is officially designated.&lt;/p&gt;
&lt;h2 id="conclusion-buy-the-contract-structure-not-the-nuclear-label"&gt;Conclusion: Buy the Contract Structure, Not the Nuclear Label
&lt;/h2&gt;&lt;p&gt;US large nuclear demand is moving beyond words alone. The AP1000 supply chain for ten units is backed by $17.5 billion in conditional loans. Fermi is progressing through licensing for four AP1000 units. Hyundai E&amp;amp;C has completed the basic engineering for that project. Aging plants and data-center electricity demand also support the long-term backdrop.&lt;/p&gt;
&lt;p&gt;That does not mean all Korean nuclear stocks see improved earnings simultaneously. On AP1000, Westinghouse leads and Korea negotiates the construction and component scope. On APR1400, KEPCO E&amp;amp;C and Doosan Enerbility gain a wider share, and Hyundai E&amp;amp;C goes through competitive bidding for construction.&lt;/p&gt;
&lt;p&gt;Doosan Enerbility is the best choice for participating without predicting the reactor type. Hyundai E&amp;amp;C is the closest proxy for actual progress on current US AP1000 projects. If you have strong conviction that APR1400 will enter US projects, KEPCO E&amp;amp;C has the greatest share-price sensitivity.&lt;/p&gt;
&lt;p&gt;The most important caution right now is against adding JPMorgan&amp;rsquo;s AP1000 and APR1400 order values together for an undecided Korea-US project and looking only at the total. US nuclear demand is strong, but contract attribution and timing remain at a fork in the road. The contract boundary, not the nuclear brand, determines the profit.&lt;/p&gt;
